Vientiane (VTE) northern bus station aka. 'khiew loht saai neua' (11 October 2008):
Located along T2 Road, getting there - 20,000kip/pax by tuktuk.
Types of buses (11 October 2008):
Ordinary - 1st, 2nd, 5th & 6th from left. AC - 3rd from left. VIP - 4th & 7th from left.

NOTE: the cat has never heard of any aircon nor VIP buses running directly between Vientiane & Phongsaly, Bokeo, Luang Namtha, Pak Lay, Saysomboun or Muang Maet (anyone knows where Muang Maet is?) - no idea why fares for such buses are listed here. For more reliable info on buses serving specific destinations, please refer to schedules below.
VTE to Luang Prabang:
Old schedule (August 2008) taken by ongkh - some indication of how fares fluctuate with changing oil prices.
Handwritten line at bottom of all photos below just says 'with effect from 10 November 2008' (1st January 2009 for the Phonsavanh timetable).
VTE to Huay Xai (Bokeo province):
Ordinary bus only, every Monday, Wednesday & Friday.
VTE to Luang Namtha:
Ordinary bus only.
VTE to Oudomxay:
Ordinary (1 & 2), VIP (3) & AC (4).
VTE to Phongsaly:
Ordinary bus only.
VTE to Sayabouly:
Ordinary (1) & AC (2).
VTE to Pak Lay (Sayabouly province):
Ordinary bus only.
VTE to Phonsavan (Xieng Khouang province):
AC (1-5) & VIP (6).
VTE to Sam Neua (Houa Phan province):

Glad that someone has found it useful.
Northern bus station is not far from Vientiane Wattay airport, closer than the main tourist area. Short ride away by tuktuk. Been told that tuktuks picking passengers up at the airport terminal ask for ~60,000kip. Could try walking <500m out of the airport & flagging a tuktuk down along the main road for a lower fare.
